السكريتير العام لمنظمة أوبك يهنئ السيد رئيس مجلس إدارة المؤسسة الوطنية للنفط بحصوله الجائزة الدولية لمكافحة الفساد المُقدّمة من وزارة الخارجية الأمريكية
تلقّى السيد رئيس مجلس الإدارة المهندس مصطفى صنع الله مساء يوم الخميس الموافق 25 فبراير 2021، رسالة تهنئة من الدكتور محمد سنوسي باركيندو السكريتير العام لمنظمة أوبك، والتي هنأه من خلالها على حصوله على الجائزة الدولية لمكافحة الفساد المُقدّمة من وزارة الخارجية الأمريكية بتاريخ 23 فبراير.

أود أن أُقدِم أطيب التهاني لتسميتكم واحداً ممن نالوا الجائزة الدولية لمكافحة الفساد المُقدّمة من وزارة الخارجية الأمريكية. إن هذا التشريف المستحق يعكس قيادتكم الاستثنائية للمؤسسة الوطنية للنفط، والعمل الدؤوب، في ظل الظروف الصعبة لضمان أن يتم استخدام الموارد الطبيعية ببلدكم لمنفعة كل الليبيين.
وبمناسبة اعلان هذه الجائزة بتاريخ 23 فبراير قال وزير الخارجية الأمريكي أنتوني.ج. بلينكن أنها تُمنح للأشخاص الشجعان الذين يقومون بأدوار البطولة في محاربة الفساد والدول التي تعمل لللإيفاء بالتزاماتها بالمعايير الدولية لمكافحة الفساد.” وهي شهادة أخرى على الاحترام الذي اكتسبتموه والقيادة التي جلبتموها للمؤسسة منذ عام 2014 ، حيث أنكم الإداري التنفيذي الوحيد في مجال الطاقة والأعمال من بين 12 مستلم مميز لجائزة الأبطال الدولية لمكافحة الفساد.
هذا التشريف يُسلّط الضوء على ما نعرفة نحن في منظمة أوبك منذ زمن طويل. وطوال فترة رئاستكم للمؤسسة عمِلتُم دون كلل أو ملل للحفاظ على الثقة والأمانة على الصعيدين المحلي والدولي.
لقد كنتم ولا زلتم حازمين في تصميمكم لاعادة بناء وتحسين قطاع النفط والغاز الليبي والحفاظ على مكانة المؤسسة بين الدولة المصدرة للنفط في العالم.
وعلى الرغم من التحديات العديدة التي واجهتموها على مدى سنين بما فيها الأثر الكبير لجائحة كورونا على الأسواق العالمية، فقد عملتم دون خوف أو محاباة لتوفير احتياجات الطاقة الحيوية للشعب الليبي، وبقيامكم لذلك وفّرتُم كل من الطاقة والأمل. وقيامكم بذلك بكل حماس ورحابة صدر وإصرار هو بمثابة إلهام لكامل الصناعة النفطية ومحل احترام وإعجاب وتقدير واعتراف العالم أجمع.
أود أيضا أن أشير إلى أن جهودكم تنطوي على المبادئ المؤسِسَة لمنظمة أوبك واعترافها بالحق الثابت لكل الدول بأن يكون لها سيادة دائمة على مواردها لصالح التنمية الوطنية. إن قيادتكم ومكانة ليبيا كواحدة من أقدم الأعضاء في أوبك، بعد انضمامها لها في عام 1962، يُعزّز الجهود طويلة المدى لدعم الحوار والتعاون بما يعزز مصالح الدول المنتجة والمستهلكة والاقتصاد العالمي.
أود أيضا أن أعبر عن خالص امتناني لدعمكم اللامحدود لإعلان التعاون وميثاق التعاون. وتستمر الاسواق في الاعتراف بقيادتنا الجماعية والمساهمات الحيوية التي تساهم بها الدول الأعضاء في منظمة أوبك والدول خارج منظمة أوبك من أجل جهود الانتعاش العام خلال هذه الاوقات العصيبة.
لقد تحصلنا معاً على ثقة واحترام على نطاق واسع للعمل الذي نُنفّذه بإصرار منقطع النظير.
وبالنيابة عن كامل اسرة منظمة أوبك، أقدم لكم مرة أخرى أحر تهانينا للاعتراف الذي حظيتم به من وزارة الخارجية الأمريكية لقيادتكم الذكية للمؤسسة واخلاصكم في استخدام موارد بلدكم الطبيعية لمنفعة كل الليبين.
أرجو أن تقبلوا، معاليكم، أسمى أيات التقدير والإحترام.

OPEC General Secretary congratulates The Chairman of the Board of Directors of the National Oil Corporation for receiving the International Anti-Corruption Award presented by the U.S. Department of State
On Thursday evening, February 25, 2021, the Chairman, Mr. Mustafa Sanalla received a congratulatory message from Dr. Mohammad Sanusi Barkindo, OPEC general secretary, in which he congratulated him on receiving the International Anti-Corruption Award presented by the U.S. Department of State on February 23.

I wish to extend my sincerest congratulations on your being named one of first recipients of the US Department of State’s International Anticorruption Champions Award. This well-deserved honour reflects your exemplary leadership of the National Oil Corporation (NOC) and untiring work, under extraordinary circumstances, to ensure that your country’s natural resources are used for the benefit of all Libyans. In announcing this new award on 23 February, US Secretary of State Anthony J. Blinken stated that it is bestowed upon “courageous individuals who champion anticorruption efforts and countries working to fulfil their commitments to International anticorruption standards”.
It is a further testament to the respect you have gained and the leadership you have brought to the NOC since 2014 that you are the only business and energy executive amongst the 12 distinguished recipients of the International Anticorruption Champions Award. This honour sheds international light on what we at OPEC have known for a long time.
Throughout your tenure as Chairman of the NOC, you have worked tirelessly to maintain trust and confidence both at home and internationally. You have been steadfast in your resolve to rebuild, improve and expand Libya’s oil and gas sector and maintaining NOC’s seat at the table of the world’s leading energy suppliers.
Despite the enormous challenges you have faced over the years, including the severe impact of the coronavirus on the global markets, you have worked without fear or favour to meet the vital energy needs of the Libyan people, and in doing so, providing both power and hope.
That you have done so with equanimity. magnanimity and determination is an inspiration to the entire industry, and merits universal respect, admiration and recognition I would also point out that your efforts embody the founding principles of OPEC and its recognition of the inalienable right of all countries to have permanent sovereignty over their natural resources in the interest of their national development Your leadership and Libya’s standing as one of the oldest OPEC Member Countries, having joined in 1962, reinforce our longstanding efforts to promote dialogue and cooperation in the interests of producers, consumers and the global economy.
I also wish to express my sincere gratitude for your unwavering support for the Declaration of Cooperation and the Charter of Cooperation. The markets continue to recognize our collective leadership and the vital contributions that OPEC and the Non-OPEC participating countries are making to the overall recovery effort during these times of great uncertainty. Together, we have gained widespread trust and respect for the work we carry out with selfless determination. Speaking on behalf of the entire OPEC family, I again offer my warm congratulations upon being recognized by the Us Department of State for your astute leadership of the NOC and dedication to using your country’s vast natural resources for the betterment of all Libyans.
