BP Reopens Office in Libya and Shell Explores Cooperation in Oil Field Development

The international oil company BP has confirmed its intention to resume operations in Libya and reopen its office in the capital, Tripoli, within the last quarter of 2025. This move aims to manage its projects and closely supervise their progress in the country.

For his part, Eng. Masoud Suleman, Chairman of the NOC, welcomed BP’s return to operations in Libya and the expansion of the partnership between the two parties during the signing ceremony of the MoU this morning in London.

In his speech at the ceremony, Suleman called for the cooperation between the NOC and BP to include training technical and leadership staff in Libya’s oil sector. He expressed the NOC’s aspirations for the company to soon engage effectively in Libya and to play a greater and a more significant role in developing the country’s oil sector.

On this occasion, Suleman also extended his thanks and appreciation to the technical teams from both sides for their ongoing efforts in preparing the terms and documents of the signed MoU.

The MoU signed with BP stipulates that the company will conduct studies to assess the potential for hydrocarbon exploration and production in the Messla and Sarir fields, as well as in some surrounding exploration areas.

In a separate meeting, the NOC reached an agreement with Shell for the company to evaluate hydrocarbon prospects and conduct a comprehensive technical and economic feasibility study to develop the al-Atshan field and other fields fully owned by the NOC, excluding any areas where third parties, other than the NOC and Shell, have rights.

It is worth noting that achieving these accomplishments is the result of the tireless efforts made by the Chairman of the NOC since assuming his duties, which aim to advance the Libyan oil sector and increase productivity, thus leading to lasting economic stability in Libya.
