Chairman of the NOC took part in a special dialogue session at ADIPEC 2025 in Abu Dhabi

Wednesday, November 5, 2025, Eng. Masoud Suleman, Chairman of the National Oil Corporation (NOC), participated in a special dialogue session at ADIPEC 2025 in Abu Dhabi. The session focused on the theme “Libya’s Energy Sector: Stability, Investment, and Regional Partnerships.”

During the session, Eng. Suleman discussed the NOC’s efforts to stabilize production rates, attract long-term investments, and improve the infrastructure of Libya’s oil and gas sector.

He also addressed the importance of the recent reforms adopted by the NOC to enhance transparency and build trust with international investors, and to provide a more stable and attractive investment environment.

The NOC Chairman emphasized that the security situation in Libya has significantly improved, encouraging international companies to return and invest. He pointed out that recent oil discoveries, including OMV’s latest find in the Sirte Basin, are clear evidence of international partners’ confidence in the Libyan oil sector.

The session also explored opportunities for regional cooperation between Libya and countries in North and sub-Saharan Africa in areas such as infrastructure, energy, and joint manufacturing. This collaboration aims to enhance export capabilities and contribute to the development of the region’s economies.

At the conclusion of the session, the NOC Chairman expressed his gratitude to His Excellency Mr. Tarek El Molla, the former Egyptian Minister of Petroleum, for his excellent moderation of the dialogue, as well as to all participants who contributed to a constructive discussion about the future of energy in the region.
