NOC Chairman Meets Schlumberger SLB Middle East CEO

Monday, August 05, 2025, NOC Chairman Eng. Masoud Suleman, along with Arabian Gulf Oil Company Chairman Mohamed ben Shatwan, held an expanded meeting with Jose Lamas, Schlumberger SLB Middle East CEO, and Gokhan Yaram, President of SLB Integrated Services, at the company’s London office. The meeting focused on SLB’s potential to expand its services in Libya and on intensifying efforts to secure the resources needed for the expected future growth. There was an emphasis on sustainable community development projects, as well as the possibility of localizing related industries in Libya. In this context, the NCO Chairman encouraged SLB to establish branches of its large factories in Libya, focusing on the production of pumps, accessories, wellheads, and similar products. This initiative is expected to add significant value, stimulate the private sector, and create numerous job opportunities for Libyan youth. It would help reduce import costs, save time and effort, and better meet local needs. During the meeting, Engineer Masoud Suleman highlighted the NOC’s strong commitment to developing the sector and enhancing the skills of Libyan engineers and technicians. He expressed the NOC’s confidence in SLB’s ability to provide support and guidance in training Libyan professionals across various energy fields, as this will enable them to compete on a global scale and elevate the Libyan oil sector to a leading position among successful energy sectors worldwide. Suleman also expressed his hope that SLB would expand its production services in Libya in line with the NOC’s strategy to increase crude oil output. This includes conducting studies on utilizing gas flared in the fields, exploring solutions for sour gases, and assisting the NOC in achieving zero flaring to protect the environment. He also stressed the importance of increasing the representation of Libyan talent within the company. This meeting was part of the NOC’s ongoing efforts to improve the efficiency of oil services and ensure the availability of the necessary fuel for the exploratory round expected to be announced at the end of 2025.
