NOC Chairman shares perspective on conflict zone governance at Georgetown University

In a speech at Georgetown University on October 17, 2019, the chairman of Libya’s National Oil Corporation (NOC), Eng. Mustafa Sanalla highlighted Libya’s need for economic justice and advocated for economic reform and transparency measures. 
 
“We at NOC are committed to supporting a fully transparent revenue cycle in Libya. In May 2019 we opened our first international procurement office in Houston. To support that effort, we have now developed plans to introduce a completely transparent, electronic investment and procurement system that would be open to examination by every citizen,” Sanalla said, addressing affiliates of the university’s Governance and Democracy graduate program, Sanalla. “This would provide an open platform for competition and investment, and eliminate opportunities for corruption, theft and bureaucratic obstacles.”
 
The chairman also emphasised the importance of NOC to the Libyan economy and warned against the partition of the sector: “NOC accounts for almost all financial flows in Libya. The Corporation also exclusively supplies fuel for Libyan power stations, desalination plants, hospitals and transport fleets. The country would grind to a halt if these key functions are impeded.”
