NOC Wraps Up 2025 General Assembly in Sabha with Key Recommendations

During the closing session of the 2025 General Assembly meetings for industry companies, held in Sabha and attended by the Chairman and members of the NOC Board of Directors, the NOC unveiled several technical and professional recommendations and directives. These measures are designed to shape the organization’s strategic priorities for 2026.

At the forefront of these directives is a commitment to employee safety and environmental protection. The NOC aims to strengthen its safety culture while also focusing on reducing gas flaring. Additionally, the directives emphasize the development of long-term strategic plans that are grounded in a comprehensive analysis of the operational environment. Furthermore, they seek to expand local oil services and facilitate knowledge transfer from international companies, thereby fostering sustainable growth and innovation.

The NOC emphasized the critical importance of adopting a safety culture, reducing gas flaring, and developing long-term strategic plans informed by a thorough analysis of the operational environment and technology localization. Additionally, it targets the expansion of local oil services and leverage knowledge transfer from international companies.

To support these goals, the recommendations included directives to prioritize the completion of measurement systems projects and ensure the inspection and measurement department receives accurate monthly reports. There is also a call to expedite the implementation of projects that will increase production, bolster the national economy, and create job opportunities.

Furthermore, the NOC plans to complete strategic projects aimed at mitigating natural decline and enhancing production. They stress the necessity of adhering to maintenance schedules for refineries and petrochemical plants. Finally, they require Brega Petroleum Marketing Company to develop a comprehensive plan for oil storage facilities, accelerate the maintenance of inactive tanks, and commit to finishing stalled projects.

The recommendations also focused on several key areas for improvement. These include enhancing the accuracy of financial estimates, prioritizing projects, and selecting qualified contractors. Additionally, there is a strong emphasis on strictly following regulations and systems across all companies in the sector.

To further boost the industry, the NOC plans to develop the National Oil Wells Drilling and Workover Company (NWD)’s fleet, enhance competitiveness, and reduce monopolies. They encourage the North African Geophysical Exploration Company (NAGECO) to establish strategic technical partnerships and support the Oil Clinic by increasing staffing levels and improving healthcare services for workers at oil sites.

Moreover, the importance of adopting a culture of strategic planning was highlighted. This includes enhancing institutional performance, developing human resources, and empowering young talent. The goal is to accelerate the preparation of the next generation of leaders by linking training to operational needs and expanding both internal and external practical training opportunities. The NOC also aims to enable the Petroleum Research Center to conduct local studies and cultivate specialized national cadres.

For their part, the Chairman and members of the General Assembly extended their heartfelt thanks and appreciation to the national and joint-venture companies in the sector, as well as the Petroleum Training and Qualifying Institutes, the Petroleum Research Center, and the Oil Clinic. They recognized these organizations for their commitment to attending the meetings, preparing thoroughly for their presentations, and engaging responsibly with the discussions and resulting recommendations.

The General Assembly praised the efforts of the sector’s employees, which led to a production rate of 1.374 million barrels per day by the end of November 2025. They emphasized the importance of maintaining and enhancing this achievement through sustainable development programs, especially in light of challenges like securing funding.

The NOC also expressed its full support for the sector’s companies, training institutes, research centers, and the Oil Clinic. They stressed that the next stage requires greater discipline and teamwork to confidently achieve the oil and gas sector’s targets for 2026 and beyond.
