Azzawiya Oil Refining Company Inc. (ARC), a subsidiary of National Oil Corporation (NOC) is located on Mediterranean coast almost 50 km to the west of Tripoli. the Refinery has a marine terminal comprising three mooring berths for the import and export of crude and finished & semi-finished petroleum products. Berth is a Single Anchor Leg Mooring (SALM) type. It is located approximately 1.3 km offshore in 27m water depth. SALM 1 is equipped with identical Product Fluid Swivel Unit fixed in the base of each berth and connected to offshore pipelines. Therefore, (ARC) intending to purchase a new product fluid swivel from the original manufacturer (OEM), (SBM) .

List of the documents required to be submitted for the purchasing:
1. Introduction of the company highlighting the specialized field of activities, but not limited to:
2. Valid licenses for carrying out company.
3. Statement of approved company’s financial status for the last three years (including annual budget).
4. Contact details i.e. address of the company’s head office and branch in
5. Libya if available, telephone, email address, official website etc.
6. Detailed list of past & current subjects (especially similar purchasing) executed by the company with owners, locations, contract prices etc.
7. Certificate of completion for similar projects in the past.
8. Full information about joint venture, if any, with their experience in similar projects
9. (Complete profiles).
10. Supporting letter from (OEM) to provide the requested unit and all technical support required.
11. The companies willing to take part in the purchasing process are required to submit their documents with a copy of this advertisement stamped by the company/contractor.

Tender Documents will be included (List of Materials for Quantities, Specifications and technical information / data sheet and drawings) and before the participation of the Tender you should confirm the following:

1. In order to Receive the procurement documents vendors should pay non-refundable fees equal to (5000 L.D) to be deposited at Finance Department of Azzawiya Oil Refining or to be credited to our A/C with National Commercial Bank (Mosfate Branch) (IBAN: LY31004077077010580573018)
2. Receiving the tender documents starts on April 15th, 2025 up to April 21th, 2025 from Secretary of Tender Committee Office No, 11 Main department building or via Emails: tenders_committee@arc.com.ly.
Note: Tender documents will be submitted to the bidders as soon as we receive the prove of payment of tender fees, which to be made during the dates from April 10th, 2025 up to April 23th, 2025.
3. Submission the offers shall be not later than 13 pm, May 06th, 2025.
4. Offers must be submitted alongside with a refundable bid bond equal to (18,000 USD) to be credited to our Account in British Arab Commercial Bank PLC or as (SLBC) confirmed / advised by Libyan Foreign Bank Tripoli (Banks details will be stated in the Tender).
5. Offers without bid bond will be ignored.
6. Offers Validity must be 90 days from the offer issued date.
7. If the bidder withdraws before the date of opening envelopes, he loses his deposit amount without the need for Azzawiya Company to resort to the judiciary.
8. The successful bidder shall submit (10%) of the purchase order value within two weeks who being notified of this, and the company shall keep it until 30 days from receiving the materials.
