Eni North Africa B.V. Libyan Branch…INVITATION FOR PREQUALIFICATION REF. CPM/MAL/057/25

Tender Description Summary

Eni North Africa B.V. Libyan Branch (ENI NA) wishes to verify the availability of reputable, interested and experienced vendors specialized in providing no. 2 AMBULANCE VEHICLES.

SCOPE OF WORK
The vendor shall deliver TWO turnkey ambulance units—fully functional and compliant with the Ambulance Vehicle Technical Specifications document—anywhere within the Libyan territory at no additional cost.
Each vehicle will feature the specified corrosion-resistant body; Libyan-standard exterior livery and emergency lighting, patient-compartment seating, attendant seating and stretcher systems, integrated oxygen and suction setups and all medical-grade interior fittings. Power and electrical installations, fire-fighting equipment, safety tools, and diagnostic/resuscitation accessories shall be supplied.
Both ambulances must arrive factory-tested, with complete documentation and certificates of compliance. In addition, the vendor shall ensure 24 months of warranty following acceptance, covering the replacement of vehicle batteries and any wearable or consumable parts at the delivery point in the Libyan territory.
Companies interested in the above subject shall submit the documentation listed below:

1) Letter on Company’s letterhead stating interest in the captioned “Invitation for Prequalification ref: CPM/MAL/057/25” The letter shall contain company’ contacts, email address, phone numbers.
2) Place of incorporation and details of the entity that will be submitting an offer in case Tender will take place,
3) Registration certificate with Chamber of Commerce
4) Valid business license
5) Valid tax certificate
6) Following data from last 3 years financial accounts, even by way of declaration on letter head and signed by the legal representative
6.1 Share capital;
6.2 Net Assets;
6.3 Short-term assets (current assets);
6.4 Short-term debts (short-term liabilities);
6.5 Turnovers.
7) Number of registered employees up to date.
8) Main declared activity. (with evidence of experience in similar activity)
9) Name of the Managing Directors and of the person entitled by power of attorney to sign Contracts on behalf of your company.
10) Shareholding structure/chain, from the entity that will be submitting an offer (in case of Tender will take place) to the Ultimate Beneficial owners, possibly by providing a chart showing each level of ownership up to the Ultimate Beneficial.

Foreign companies not registered in Libya are allowed to participate but shall provide with a declaration that in case they would be invited to a future tender they will comply with the laws and regulation of Libya in matter of taxes and contract registration.

This enquiry shall not be considered an invitation to bid and therefore it does not represent or constitute any promise, obligation or commitment of any kind on the part of ENI NA, to enter into any agreement or arrangement with you or with any company participating in this pre-enquiry.

Consequently, all data and information provided by you shall not be construed as a commitment on the part of ENI NA, to enter into any agreement or arrangement with you, nor shall they entitle your company to claim any indemnity from ENI NA.
All data and information provided pursuant to this enquiry will be treated as strictly confidential and will not be disclosed or communicated to non-authorized persons or companies except
ENI NA.
ENI NA shall not be responsible for any cost whatsoever incurred in the preparation and submission of responses to the present Prequalification and shall not communicate the result of the present Prequalification.

Important Note: should your Company not able to provide the above required specific goods, you are kindly requested to not apply for this pre-qualification process.

Interested bidder, in case of invitation to Tender, shall identify and obtain all licenses, registrations and permits required in accordance with the Libyan Law pertaining to execution of the scope of work.

The closing date for the submission of the above-mentioned documentation is fixed to July 3, 2025 at noon (Libyan time).
