Mabruk Oil Operations (hereinafter referred to as the MOO) invites interested local and international companies (or their representatives), that are specialized and competent in providing CUSTOMS CLEARANCE SERVICES IN LIBYA under CONTRACT Tow (2) years to participate in the Pre-qualification process.
The participant should have the required technical and financial resources and submit to Mabruk Oil Operation their completed Pre-qualification documents in accordance with the provisions included in this announcement and detailed in the pre-qualification questionnaire for evaluation.
The prequalifying criteria shall be determined by MOO at its sole discretion. MOO reserves the right to reject any and/or all participants at its sole discretion. MOO’s discretion is not subject to appeal.
Only the prequalified participants will receive an invitation to Request For Quotation in due course. If the participant is deemed unqualified MOO is not obligated to send any notification.
All costs of whatsoever nature incurred in the preparation and submission of the Pre-qualification documents, including visits, if any, incurred in connection with this invitation, shall be borne by participating companies.
The participants must have at least five (5) certificates of experience of no less than ten (10) years from different oil companies, and any participant who does not have these certificates will not be considered.
Only the prequalified participants will receive invitation to Request For Quotation in due course. If the participant is deemed unqualified MOO is not obligated to send any notification.

This Pre-qualification invitation does not imply any commitment or obligation, implied or otherwise, for MOO to launch a call for tender or enter into a contract.
Important Note:
The Pre-qualification Invitation is not an invitation to a Request For Quotation.
COMPANY’s Bases:
The COMPANY’s main office at Tripoli, Mabrouk oil field and Al-Jurf offshore field.
COMPANY’s Base:
Company’s main offices located at DHAT ELIMAD Towers Complex: Tower 2 and 4, Tripoli, Libya.
MABRUK Field location:
Mabruk Oil Field (MBK) is located at Contract Area 70,87 (ex conc.17) in Libya, Mabruk is an onshore field located in the Sirte basin, 170 km south of the Sirte Gulf.
ALJURF OIL Field location:
Al Jurf Oil Field (B137) is an offshore field located about 160 kilometers Northwest of Tripoli, Libya.
Scope of Services
Details of the requested CUSTOMS CLEARANCE SERVICES IN LIBYA from/to all Libyan air and seaports are as follows:
· Customs Compliance.
· Documentation Preparation.
· Paying expenses on behalf of the company.
· Handling and Transportation.
· Advisory Services.

The Pre-qualification questionnaire will be made available to interested companies only upon formal request, which should clearly indicate the name of the company, address, phone number, person to contact, title, and email address and stating clearly their intention and interest to participate.

Schedule
Participants who have confirmed their intention to participate in a timely manner will be invited through their e-mail address provided.
This announcement will remain posted on the websites of the National Oil Corporation (NOC) and Mabruk Oil Operations Company until 14/05/2025, and the last date for receiving confirmation of the intention to participate in the Request For Quotation from those wishing to bid is 14/05/2025. All companies wishing to participate will have to provide the required information before this date.
