Mabruk Oil Operations (hereinafter referred to as the MOO) invites interested local and international companies (or their representatives), that are specialized and competent in providing MABRUK FIELD AVIATION SERVICES to participate in Pre-qualification process.

The participant should have the required technical and financial resources and submit to MOO their completed Pre-qualification documents in accordance with the provisions included in this announcement and detailed in the pre-qualification questionnaire for evaluation.
The participants must have Air Operator Certificate “AOC”, and any participant who does not have this Certificate will not be considered.
The foreign participant not having a branch in Libya at the time of Pre-Qualifications, are allowed to participate but must provide a commitment to finalize their registration with the Libyan Ministry of Economy by signing Annex 1 of the Pre-Qualifications Questionnaire.
Only the prequalified participants will receive invitation to tender in due course. If the participant is deemed unqualified MOO is not obligated to send any notification.
The prequalifying criteria shall be determined by MOO at its sole discretion. MOO reserves its right to reject any and/or all participants at its sole discretion. MOO’s discretion is not subject to appeal.
This Pre-qualification invitation does not imply any commitment or obligation, implied or otherwise, for MOO to launch a call for tender or enter into a contract.
All costs of whatsoever nature incurred in the preparation and submission of the Pre-qualification documents, including visits, if any, incurred in connection with this invitation, shall be borne by participated companies.
Important Note:
The Pre-qualification Invitation is not an invitation to tender.

Mabruk Oil Field (MBK) is located at Contract Area 70,87 (ex conc.17) in Libya, Mabruk is an onshore field located in the Sirte basin, 170 km south of the Sirte Gulf, with the following details:
· Location: South of Sirte 170 KM
· Elevation: 800 ft
· Coordinates:

· RWY Dimensions: 2200 m * 30 m
· RWY Surface: Hard Sandy
Scope of Services
Details of the requested Aviation Onshore Charter SERVICES are as follows:
· Onshore Air Services to/from MABRUK concession and other concessions with in flight range & endurance.
· Transfer passengers & light material.
· Transfer Dangerous Goods.
· Perform Search and Rescue Flights (SAR).
· Perform MED-EVAC or CASUAL-EVAC flights.
· Provide Manpower, Equipment and Material for the performance of SERVICES.
· Carry out COMPANY’s Aviation SERVICES and Plane Maintenance.
Participation :
The Pre-qualification questionnaire will be made available to interested companies only within a week upon formal request, which should clearly indicate the name of the company, address, phone number, person to contact and its title, an email address and stating clearly their intention and interest to participate.

Schedule
This announcement will remain posted on the NOC & MOO websites until 03/03/2025 The last date to receive the prequalification documents from the participants is 09/03/2025. Accordingly, all interested companies should submit the required Pre-qualification information not later than this date. Any document submitted after this date will be disregarded.
Submission
the prequalification questionnaire responses and the required information documents shall be submitted in one original and one electronic copy in a sealed envelope identified and marked with the name of the participants and the mention of “PRE-QUALIFICATION QUESTIONNAIRE FOR MABRUK FIELD AVIATION SERVICES” and to be sent by courier (or hand delivered) prior to the specified deadline to the following address:
