TAKNIA LIBYA ENGINEERING COMPANY (TLEC) is inviting all international Health Care (Third Payment Assistance TPA) Companies to participate in the TLEC open Tender for providing the health coverage services for around (1000) beneficiary of TLEC employees in the dedicated geographical areas of: –
Region (01) Tunis-Turkey- Egypt-Jordan & Saudi Arabia.
Region (02) All Countries of the European and Asian Continents.

The Required Service:
Worldwide Health Care (Third Party Assistance) Coverage Services for (TLEC) Libyan Employees and Expatriates outside Libya in the dedicated geographical areas according to the approved table of benefits & tender specification booklet which would be sold for bidders for $1000 non-refundable).)
All required documents would be delivered during the working hours from 08.00 to15.00 Sealed by red wax envelopes addressed to the Secretary of Tendering & Purchasing Committee in TLEC main office at 167 Al-Nasir St. Tripoli-Libya (Sunday to Thursday).
Or it can be delivered via e-mail address tenders.committee@taknia.ly to the attention of the secretary of the Tendering & Purchasing Committee Mrs. Azzabi

Instructions for The Bidders:

1- TLEC would only accept dealing with the bidders who have been in the business not less than 10 years.
2- Submitting the bidder (03) Quotations will not be considered as a Tender award & will not entitle bidders to appeal for any compensation.
3- TLEC has all rights to reject, avoid & exclude any participant’s quotation without providing any reason or justification.
4- The Official Authorization Memorandum should be addressed to the Tendering & Purchasing Committee stating the willingness to participate & the name, e-mail address & cell phone number of the authorized person to deliver & receive the required documents & the address of the company’s main office.
5- Bidders (03) Red Wax Sealed quotations must be submitted according to the below instructions:
A- Technical quotation (Must not include any prices & if sent by email it must not be encrypted)

• The bidder should be capable to provide clinics network, manpower and facilities necessary to provide medical and quick services as per as the approved table of benefits such as but not limited to, receiving individual claims, dealing with complains, responding to members inquiry, resolving the technical problem and addressing it as soon as possible to TLEC HRS Department.
• The bidder shall assign an e-mail address to receive new subscriptions, additions and cancelation that may occur to members.
• The bidder should indicate the time needed to complete its procedures of the payment of the approved reimbursement of medical expenses bills related to the TLEC table of benefit for TLEC employees.
• The bidder shall be obliged to instruct the service provider to accept the emergency and urgent members without prior approval and non-emergency cases within a period not exceeding 24 hours from receiving the request from the TLEC HRS Department.
• The bidder is obliged to accept the addition of any requested clinics, hospitals, pharmacies, medical services centers, physiotherapy to the medical network up at the request of HRS Department of TLEC within 30 days of the request made.

B- Non priced commercial quotation
Must include legal legalization such as Work permit – Company Organization Chart-Tax Authority Certificate-Chamber of Commerce- Company Financial statement for the last 3 years – References-Bank letter of Guarantee addressed to (TLEC) for $ (30.000) & any payments terms & payment conditions (if sent by e-mail, it must not be encrypted).

C- Priced quotation
Must Include prices & any payments terms & conditions which could be sent by e-mail but must be encrypted by the sender & the encryption code must not be passed to the Tendering Committee until the day of the Priced Quotations opening meeting.

6- Bidders who pass technical evaluation only would be invited to the Priced Quotations opening meeting.
7- Priced quotation must be valid for 120 days.
8- The deadline for that invitation is (16/07/2025) at 15:00 & any physical bids delivery or via email will not be accepted after that deadline.
