Tender Description Summary

Introduction:
Taknia Libya Engineering Company announces the opening of the prequalification submission process for all national and international companies related to the company’s purposes and specializations. Companies must demonstrate the capability, competence, experience, and necessary licenses to carry out the required works.

Objectives of the Prequalification Process:
• To build a database of qualified companies.
• To identify and shortlist companies that are legally, financially, and technically qualified.
Prequalification Terms and Requirements:
1.0 Official Request:
A formal letter on your company’s official letterhead addressed to Taknia Libya Engineering Company/ Prequalification Committee, expressing your company’s interest in registering as a qualified company. The letter must be submitted through the official websites of the National Oil Corporation (NOC) and Taknia Libya Engineering Company (TLEC).
2.0 Administrative and Legal Documents:
• A certified true copy of a valid commercial registration certificate.
• A copy of the Chamber of Commerce registration.
• A copy of the business activity license.
• A tax clearance certificate addressed to Taknia Libya Engineering Company.
• A copy of the Articles of Association and the minutes of the General Assembly meeting.
• A written declaration from the participating company confirming that the licensed business activity fully matches the scope of work specified in the announcement.
• To submit a written certificate undertaking confirming the ability to cover insurance and guarantees.

 

3.0 Financial Documents:
Submission of financial statements for the years (2022, 2023, 2024) certified by a chartered accountant or external auditor, and including:
• The balance sheet, income statement, and cash flow statement for the company participating in the qualification.
4.0 Technical Experience:
• Years of experience in feasibility studies, FEED, onshore and offshore engineering Projects.
• Details of projects executed by the company in the last 5 years.
• List of ongoing projects.
• Projects expected to be executed in the next three years (2026-2027-2028).
• Technical experience and qualifications of the technical staff, along with their CVs.
• List of engineering software used in executing engineering projects.
• Electronic document management system.
• Engineering Verification Procedures.
5.0 Health and Safety:
• Explicit commitment to occupational health and safety standards, with supporting evidence.
• The company’s approved safety manual, along with its certified policies in the fields of health, safety, environmental protection, and quality.
• The approved regulations for health, safety, environmental protection, and quality followed by the company.
• A list of health, safety, environmental protection, and quality procedures implemented by the company.
• Environmental certifications and practices.
6.0 Quality Assurance and Quality Control (QA/QC):
• Quality assurance manual and quality control policies and procedures.
• Quality certifications obtained, such as ISO 9001 and ISO 14001.

7.0 Joint Ventures:
• Submission of proof of the joint venture’s establishment in accordance with Libyan legislation.
• Submission of registration documents for all participating parties.
• Agreements between the parties must be notarized and must clearly identify the legally representing entity.
• Proof that the company has actual experience of no less than three years in partnership with the involved parties.
8.0 Project Management Data and Implementation Methods:
• The organizational structure of the engineering management.
• Risk and crisis management.
• Project cost estimation and the software used.
• A statement of the company’s database used for data flow and archiving of executed projects.
• A list of partners involved in executing engineering works.
• A statement of incomplete or stalled projects, including the reasons for their delay.
9.0 Reputation and Past Performance

A list of key clients including the following:
• Certificates or recommendation letters received for completed projects, along with their contact details.
• Legal claims filed by or against the company.
10.0 Contact Information and Company Profile:
• Full company name.
• Name of the legal representative and authorized delegate.
• Email address.
• Phone number.
• Headquarters address.

Important Notes:
• Participation in future tenders will be exclusive to companies prequalified by the Prequalification Committee.
