Zueitina Oil Company…Project Title: PN 1549 – 34.5 kV Highlines for 103E-Lease and Substation Upgrade at 103D
Tender Description Summary
Introduction
Zueitina Oil Company is pleased to announce its intention to issue the following Tender for the construction of 34.5 kV highlines for 103E-Lease and the upgrade of the main substation at 103D. We cordially invite experienced and reputable companies, specializing in providing similar services as outlined below, to submit all necessary requirements for inclusion in the bidders list. Successful inclusion in this list will grant you an invitation to participate in the upcoming Tender.
Brief Description of Project
This project aims to construct 34.5 kV highlines from 103D substation up to the 103E-Lease oil field.
This project will include the design, supply, delivery to site, installation, commissioning of the following:
• New 13.8 kV feeder at the 103D substation
• 12 MVA power transformer at the 103D substation
• 34.5 kV highlines from 103D substation to 103E-Lease
• Step-down transformers at 103E-Lease
The project can reduce ZOC’s dependence on the diesel generators which are costly to operate and maintain and can support the long-term operation of the field.
Qualification Requirements for Participating in the Tender
Interested bidders who wish to participate in the aforementioned tender must meet the specified requirements outlined below and submit the required information to ZOC. Failure to submit any of the listed documents will result in automatic disqualification of the applicant.
Once the documents are received by the Bids Committee Coordinator, they will be thoroughly evaluated for the selection of the successful companies for the subject project. Subsequently, the chosen companies will be contacted to collect the Tender Package from ZOC.
1. Letter on Company’s office letterhead addressed to the Bids Committee Coordinator, stating expression of interest in the Tender.
2. Copy of Company’s Registration in Libya, if already registered, or details of branch office, representative or agent in Libya. (License, Commercial Record, Tax Payment, Valid Chamber of Commerce Registration Certificate)
3. Legal documentation shall be provided for Contractor’s operating as joint venture.
4. Company’s profile with full details of similar works performed with relevant and verifiable list of clients where the works had been undertaken, literature, catalog of entire range of work, services and any additional information that will enhance the potential of the applicant.
5. Submission of financial status document of the Company for the last three years and its organizational chart.
6. Zueitina Oil Company has the right to exclude any file that does not meet the above stipulated requirements.
7. The prequalification documents containing the above-stated requirements shall be submitted in sealed envelopes and marked.
8. The pre-qualification documents shall be submitted not longer than five (5) weeks after the publishing date at the NOC/ZOC website.

Zueitina Oil Company (ZOC) would like to clarify that we are under no obligation or commitment to undertake the aforementioned work, issue any call for tender, include any respondent in this invitation or any other company in our bidders list, or award any form of contract.
2. The Invitation to Tender (ITT) and full ITT package will only be issued to qualified companies.
3. ZOC is not obligated to give any explanation to any company for not being selected.
4. ZOC will not be responsible for whatsoever costs incurred for preparation and submission presented in response to this notice.
5. ZOC shall deal only with authorized officers of the bidding companies and not through individuals or agents.
6. ZOC will not return the submitted documents to applicants. They will be kept in the active files.
