NOC Begins Documenting Organizational Structure
The team responsible for documenting the organizational structure and job descriptions at the National Oil Corporation (NOC) held its first meeting. The General Manager of Human Resources Development, who also serves as Team Leader, chaired the session, which was attended by all members. The meeting was convened to begin the work in accordance with the Chairman of the Board of Directors’ Resolution No. (1450) of 2026.
During the meeting, the team reviewed the work plan, the mechanisms for implementation, and the operational phases. This was done to ensure a unified documentation methodology and to improve the accuracy of organizational and functional information across the NOC and all its branches.
The team also discussed ways to strengthen coordination with the General Directorate of Information and Digital Transformation. They reviewed the progress of the organizational structure project being implemented by Deloitte, as well as the system completed by Mid Oil – Istanbul, and how its capabilities can be leveraged to support data integration and the NOC’s digital transformation.
This step aligns with the NOC’s efforts to establish a unified organizational and functional framework, clearly define competencies and responsibilities, and support workforce planning. It also reinforces governance principles and aims to enhance institutional performance across Libya’s oil sector.
