NOC Reaffirms Human Resource Development at Close of Tripoli APPO Forum
As part of its ambitious strategic vision to invest in human capital, and in line with the NOC Chairman’s directives to dedicate all resources to developing human resources as the cornerstone of the sector’s progress, the fourth APPO Training Officers Forum concluded in Tripoli. Hosted and organized by NOC over three days, the event brought together wide representation from across African countries, alongside chairpersons and board members, as well as training officers from NOC subsidiaries.
The forum provided a prominent platform for NOC to highlight its sustained efforts and leadership in driving development. The NOC General Department of Training, Development, and Capacity Building presented a comprehensive overview of the advanced capabilities of Libya’s training centers and institutes.
The presentation focused on the NOC’s structured plans and modern programs to prepare and qualify young national talent, aligned with the latest global technologies and supporting the sustainable energy sector’s development objectives under the directives and ongoing oversight of the NOC Chairman. The forum also culminated in agreement on a number of recommendations, most notably:
* Preparing a unified guide for training programs for 2027;
* Establishing a common legal and regulatory framework for training and capacity-building programs among member states;
* Adopting a digital platform for exchanging knowledge and expertise, showcasing training activities, and monitoring performance indicators in the field of training and qualification at the member state level.
At the forum’s conclusion, participants stressed the importance of maintaining coordination and strengthening twinning among petroleum institutes. They also called for continued cooperation to implement the agreed recommendations, contributing to the sustainable development of Africa’s oil and gas sector.
The events concluded with a closing ceremony, during which the organizing committee presented commemorative gifts to the participating delegations. In return, the delegations praised the NOC’s leading role, expressing their sincere appreciation for the outstanding organization and warm hospitality, an acknowledgment that reflects Libya’s standing and active participation in the organization.
