Eng. Masoud Suleman, Chairman of the Board of Directors of the National Oil Corporation (NOC) officially opened the fourth Training Officials Forum of the African Petroleum Producers’ Organization (APPO), which Libya is hosting this year. The ceremony took place during his meeting today, Tuesday, June 16, 2026, with delegations from participating countries, in the presence of the organization’s Secretary General.
In his opening remarks at the meeting, held by the Petroleum Training and Qualifying Institute in Tripoli, Eng. Suleiman said he was proud that Libya is hosting this year’s forum. He emphasized that developing and qualifying human resources is a key pillar for advancing the oil and gas sector, and that investing in national talent is an investment in the sector’s future and long-term sustainability. He also noted that training and qualifying institutes are essential to the industry, as they play a vital role in preparing national talent, improving performance levels, and keeping pace with the rapid technological changes in the energy sector.
Accompanied by the APPO’s Secretary General and delegations from the participating countries, the Chairman of the Board of Directors of the NOC toured the Petroleum Training and Qualifying Institute. During the visit, the guests learned about the Institute’s training capabilities, its specialized programs for preparing and qualifying national personnel in the oil and gas sector, and the initiatives it offers to meet the industry’s demand for qualified professionals.
The delegations, together with the APPO’s Director, also visited the Petroleum Research Institute, where they were briefed on its achievements in scientific research and technical studies. They also learned about the significant efforts of its researchers, who help effectively support the development of the oil sector and keep pace with the challenges and changes facing the energy industry.
These visits are part of an initiative to showcase the training and research institutions affiliated with the NOC, and to highlight Libya’s capabilities and specialized expertise in training, qualifying, and scientific research. The effort reflects the NOC’s commitment to building national capacities and strengthening cooperation and the exchange of expertise at the African level.
The fourth meeting of training officials of the APPO is scheduled to begin on Wednesday morning, June 17, 2026, at the Rixos Hotel in Tripoli. It will bring together training officials, experts, and specialists from member countries to discuss ways to develop training programs, build capacities, and strengthen cooperation and the exchange of experience among African petroleum-producing countries.
