NOC Joins Landmark Adoption of Libya’s Top Three Climate Documents

The National Oil Corporation (NOC) took part in a high-level ceremony in Tripoli on Tuesday, July 7, 2026, attended by several ministers, to adopt three key national climate action documents. The participation took place on the direction of, and under the supervision of, the Chairman of the Board of Directors, Eng. Masoud Suleman, in support of initiatives led by the Ministry of Environment and the Government of National Unity.

These documents included the Nationally Determined Contributions (NDCs), the National Adaptation Plan (NAP), and the Initial National Communication (INC).

The adoption of these documents reflects Libya’s commitment to the Paris Agreement and strengthens environmental sustainability by putting in place a comprehensive national framework to reduce greenhouse gas emissions and improve resilience to climate change.

NOC’s participation in the ceremony took place under the direction and supervision of the Chairman of the Board of Directors, Eng. Masoud Suleman. The Executive Office of the National Climate Change Committee coordinated efforts among the different national entities involved in the accreditation process. Meanwhile, the NOC and its subsidiaries prepared the oil and gas sector’s contributions by providing accurate technical data, conducting a comprehensive emissions inventory, and defining the sector’s role in emissions-reduction efforts in line with Libya’s climate goals.

These strategic documents were prepared under the supervision of the National Climate Change Committee and the Ministry of Environment, in collaboration with several international partners, to turn national policies into concrete programs and projects that support sustainability.

NOC was represented at the accreditation ceremony by the Director General of the General Department of Health, Safety, Environment, Industrial Security, Renewable Energy, and Quality, as well as by the Environmental Supervisor and a member of the Executive Office of the National Climate Change Committee.
